AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, States Netherlands Regulator

AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democratic processes just eight days before the country’s general election.

Study Shows Repeated Partiality in AI Suggestions

The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query exactly matches the positions of these political entities, the report indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Citizens were being steered toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Election Context and Party Dynamics

Netherlands citizens vote on 29 October in an electoral contest that will be closely watched across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties seems to be closing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, implying the party that comes second is highly probable to provide the next prime minister.

Inadvertent Prejudice Attributed to Chatbot Functioning

The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the manner in which AI assistants function.
